The number of classes assigned to students will depend on the Grad Plan and credits required to graduate.

Credit Earned in Classes

Victory is a quarter-based system which calculates Time on Task to determine credits. If passing, credit is calculated by totaling the number of days of attendance and participation in class.

• 0.25 credit given for every 3 days of attendance/participation
• 12 Days = 1 Credit
• 24 Days = 2 Credits
• 36 Days = 3 Credits
• 48 Days = 4 Credits

All tardies, excused/unexcused absences, and non-participation days directly impact credits earned. 3 tardies equates to the subtraction of one attendance day (1/12 of a credit).

PRIDE

Panther PRIDE is a means by which we reinforce the character traits we believe are most critical for students to be successful during their time at Victory High, and long after they have graduated. PRIDE is an acronym for Present, Respectful, Integrity, Disciplined and Empathetic. Students who demonstrate these traits are recognized daily and honored every Friday. Additionally, during our Quarterly Awards Assembly, students from each classroom, by period, are recognized for exhibiting these same traits.

PRIDE Period

Added period to accommodate a variety of social, academic and extra-curricular activities: Guest speakers, College presentations, Social-emotional curriculum or related activities, Quarterly Awards assemblies, School presentations, Grad Portfolio work, Grad Plan review, make up assignments, academic intervention, Edgenuity, etc.

"Outside Credit" = Edgenuity

Edgenuity is the district adopted online curriculum, used to earn additional credits if required. Students are assigned Edgenuity by their subject matter teacher. Work can be completed outside of school hours and/or during designated PRIDE Period classes. All exams are taken in the presence of a teacher (arranged before/after school at agreed upon time).

Work Experience

34 hours = 1 Elective Credit. Requires maintaining a job. Schedule meeting with Site Counselor to verify hours and issue credits, via Site Secretary. Must maintain 95% attendance and be in good academic standing.

Community Service

12 Hours = 1 Elective Credit. Five credits max can be earned each quarter (including 5 credits in Summer & 5 credits for PE). Must have prior approval signature from Counselor/Principal prior to earning hours. Must be volunteer work (without pay) for an organization that helps in the community (not a business).

A Victory Diploma is a High School Diploma which qualifies for admission to Community Colleges, some private colleges, Military, and most trade schools.

Students receive assistance in career exploration, college and vocational readiness, technical planning, scholarship/financial-aid information, employment skills, military information, work permits and other related activities.

Most Popular Activities

• ASB (Associated Student Body): Plans field trips, class competitions & activities, Talent Show, etc. Credits: 0.25 Elective Credit for every 6 lunch meetings attended. Additional credit given for outside time spent on ASB sponsored activities.
• Interact (Rotary based club): Community Service opportunities on campus and throughout the community. Credits: 0.25 Elective Credit for every 6 lunch meetings attended. Community Service hours given for outside time spent on sponsored activities (Blood Drive, Food Drive, Hooked on Fishing, Holiday Gift Baskets, Assisting at Homeless & Convalescent Homes).
• Journalism: Annual yearbook creation and coordination.

Journalism - Broadcast (Technology, VAPA or Elective credit)

This is a class dedicated to keeping Victory High School up to date on all the going's on around campus. A daily broadcast is put out highlighting upcoming events and important announcements. There are also "Campus Life" features, such as students' thoughts on things around campus and features on staff and school. In Journalism, students will learn script writing, filming, editing, and how to operate all the associated equipment used in producing the VHS Daily Broadcast. This is a student-centered, hands-on class that allows for creativity and technical skills development.

Journalism - Yearbook (Technology, VAPA or Elective credit)

We are excited to bring forth a student driven, unique, and special yearbook that will memorialize everything from this school year. Students will be assigned pages based on their requests, and then will work to build and complete that page. They will do everything from formatting, to taking pictures, to writing the captions. In this class students will learn technical skills using the chosen yearbook platform, as well as using DSLR cameras, editing photos, and working with layouts and how to build dynamic yearbook pages.

Art (VAPA or Elective credit)

This class explores growth and development in art through craft, critical thinking, collaboration, and communication. Students will learn how art is used throughout history to illustrate expression and creativity. Areas of focus include but are not limited to: drawing, sketching, painting, 3D models, culinary arts, mosaics, techniques of principles and elements of art. Evaluations are based on completion of projects and assignments as well as on art class expectations: participation, effort, and commitment to learning the craft of art.

Electronics / Engineering (Technology or Elective credit)

This class explores the basics of circuit design and electronics. Using a project-based design curriculum, students will build working circuits by studying and applying the principles of electricity and magnetism. Areas of focus include but are not limited to series and parallel circuits, simple motors, and robotics. Evaluations are based on completion of projects according to design constraints/criteria and corresponding assignments.

• Honor Roll: 3.0-3.49 GPA, No D's/F's, 90% Attendance, 5 Tardies or less.
• Principal's List: 3.5-4.0 GPA, No D's/F's, 90% Attendance, 5 Tardies or less.
• Perfect Attendance: No absences (excused or unexcused) and less than 2 tardies in quarter.
• Student Achievement Award: Given to best overall academic student performance.

Expectation of Parents

• Schedule all medical and dental appointments outside of school hours whenever possible.
• Verify child's absence for any length of time by a phone call or a note.
• Excuse absence the same day as absence occurred (no later than 3 days).
• If sending child with a note: include date, time, parent signature and reason for absence.
• For safety reasons, if your child will be leaving campus for any reason, you must come to the Administration office and sign him/her out. Phone call excusals are not permitted.

Expectation of Students

• VHS is a Time on Task school. You must attend class every day to earn credits.
• For students arriving within five minutes of the start of their respective period, report directly to class. The teacher will mark the student tardy.
• For students arriving later than five minutes after period start, check in at the front office to receive a tardy slip before going to class.
• For students arriving after missing one or more previous periods, check in at the front office.
• Arrive on campus no later than 8:50 AM. Accommodations including the Student Hub are available for earlier arrivals.
• Victory High is a Closed Campus. Leaving without permission, for any reason, will be deemed a "cut".
• Students not attending class will have their Work Permit pulled (if deemed a "truant").
• Students are deemed to be a truant if absent for three days or more, three period absences on different days, three tardies of 30 minutes or more, or any combination thereof.
• Truants are issued Attendance Letters and referred to Placer Juvenile Court.
• Chronically absent students miss 10% or more days of enrolled school days.
• Students must attend a full regular day in order to participate in scheduled extra-curricular activities.

Cell Phones

In order to maintain an environment that promotes academic achievement and authentic human connections, cell phones may not be used while in class.

• Cell phones must be put away and turned off during class unless directed by a teacher or supervising staff member.
• Inappropriately used phones may be confiscated and assigned discipline. Confiscated phones are held in the principal's office for student or parent pickup at the end of the day.
• Parents needing to reach students during the day must contact the office to relay a message.
• Students must leave their cell phone with their respective teacher in order to receive a Hall Pass.
• Cell phones may be used during Nutrition Break, lunch, and transitions between classes.

Communication with Families

If your child is either absent from a class or arrives more than 10 minutes late, you will receive an email and phone call informing you of the situation. Emergency notifications will use Aeries information. Please ensure all contact information in the RUSD Parent Portal is correct.

Emergency Contacts

Please keep information in Aeries current. Students will not be dismissed due to illness unless contacted by an individual identified in Aeries. Older siblings are not permitted to pick up a student unless noted in Aeries.

Counseling

Mrs. Dale is available by drop-in or appointment to support academic, post-secondary, and social-emotional needs.

Detention

Served on campus during lunch time (12:20 to 12:45 PM). Lunch ordering priority is given. Phones/electronic devices are not permitted.

Suspensions

• On Campus Suspension (OCS): Served for the full school day. Work provided by teachers. Phones/electronics prohibited.
• Off Campus Suspension: Served at home for the extent of suspension.

Closed Campus / Cutting Class Policy

Leaving without permission is a "cut" resulting in loss of school credit for the day. Parents must sign out students in person at the administration office. Lunch deliveries from parents must arrive at the office by 12:20 PM.

Bell Expectations

At the start-bell, students must be seated in class. At the lunch-end warning bell, students have 5 minutes to clean up, use restrooms, turn off phones, and head to 5th period.

Report Cards / Progress Reports

Available electronically via the Aeries Parent Portal shortly after each quarter ends.

Parking Permits

Parking is by permit only. Free permits are available at the administration office.

Guest Policy & Other Policies

• Guests: Student guests are not permitted. Visitors must sign in at the office with proof of identity.
• Lost and Found: Articles turned in to the office. Unclaimed items donated at year-end.
• Hall Passes: Required when out of class; must list date/time/destination and have teacher signature.
• School Sponsored Trips: Parent permission is mandatory.
• Textbooks/Materials: Students billed for lost/damaged property (including Chromebooks). Records/diplomas held until fees are resolved.
• Physical Education: Activity tracked outside school hours. 12 hours = 1 PE credit (recommended 200 mins/week, max 400 mins/week). Monthly PE log required.
• Medication & Immunizations: Signed parent & physician release required for office storage. Students cannot carry medication except with a physician's note (e.g., EpiPen, Inhaler).
• Personal Property: Victory is not responsible for lost or damaged personal items.

All guidelines encourage regular attendance, good behavior, and earning graduation credits. VHS follows California Department of Education codes.

• All suspensions result in Time on Task credits not being earned.
• Consequences increase progressively with repeat offenses.

Attendance Guidelines

Tardy: Every three tardies equals loss of one day's credit. Tardies only excused by a doctor's note. Three tardies in one class equals loss of 1/12 credit and possible detention referral.

Leaving Campus Consequences

• Leaving at lunch & returning: 1 day Lunch Detention.
• Leaving at lunch & not returning: 3 days Lunch Detention.
• Leaving without office checkout: Remaining classes marked as "cuts" regardless of parent excuse.
• Trespassing on another campus during school day: 1st offense = Warning, 2nd offense = 1 day Lunch Detention. (Offenses in Save Mart/CVS parking lot carry identical consequences).

Cell Phone Offenses

• 1st Offense: Confiscated by admin, returned to student at end of day.
• 2nd Offense: Confiscated by admin, parent pick-up required at end of day.
• 3rd Offense: Parent conference and lunch detention.

Driving, Parking, Bicycles & Skateboards

• Cars may not be visited during the school day without office permission.
• Violation of probationary license laws results in RPD citation and permit revocation.
• Bicycles must be locked at racks outside Resource Center or room C1.
• Riding bicycles, skateboards, or motorized apparatus on campus is prohibited.

Requirement: Read, initial, and sign the VHS Handbook Parent Acknowledgement Form and return to the Administration office.

Proper dress/grooming contributes to a productive learning environment. Major responsibility rests upon the student and parents. Administration reserves the right to determine attire appropriateness.

Core Beliefs

• Maximize educational opportunities without clothing creating barriers.
• Minimize inconsistent or inequitable discipline.
• Staff trained in body-positive language regarding code violations.
• All students valued in full identity without fear of body shaming.

Students Must Wear

• Secured clothing protecting/covering personal body parts.
• Shirt with strap(s) connecting over at least one shoulder or neck, with fabric front, back, and sides under arms (torso covered; stay up on own).
• Bottoms completely covering buttocks.
• Footwear with soles at all times.
• Protective/supportive clothing required for safety in specialized classes (e.g., lab safety glasses, PE shoes).

Students May Wear

• Hats/hoods on campus (must respect staff requests regarding classroom removal).

Students Cannot Wear

• Visible underwear (waistbands/straps worn under clothing permitted).
• Images/language depicting drugs, alcohol, tobacco, vaping, paraphernalia, or illegal activity.
• Images/language representing hate speech, profanity, prejudice, violence, weapons, or gang affiliation.
• Lewd, obscene, or sexually explicit messages or pictures.
• Objects obscuring the face (except for religious observance or health purposes).
• Dangerous accessories/potential weapons.
• Swimsuits (except during designated class/practice areas).

Uniform Complaint Procedures

Established for complaints claiming unlawful discrimination in state/federal funded programs (Categorical Aid, GATE, Adult Ed, Child Nutrition, Special Ed, etc.) based on religion, age, gender, ethnicity, physical or mental disability.

Submit written complaints to: Deputy Superintendent/Educational Services, 2615 Sierra Meadows Drive, Rocklin, CA 95677, (916) 624-2428. Confidentiality is assured; retaliation is strictly prohibited.

Consequences of Violating Code of Conduct

Consequences depend on infraction nature, school policies, disciplinary history, and relevant information. Actions include: Parent conferences, SST referrals, campus restrictions, detention/work detail, suspensions, revoked privileges, property restitution, work permit revocation, law enforcement intervention, loss of senior events, and/or expulsion.

Suspension / Expulsion (Board Policy 5144.1 / Education Code 48900)

Applies to actions on school grounds, going to/from school, during lunch, or during school-sponsored activities.

Education Code 48900 Grounds:

• (a)(1) & (a)(2): Caused, attempted, or threatened physical injury; used force/violence.
• (b): Possessed, sold, or furnished firearms, knives, explosives, or dangerous objects.
• (c) & (d): Possessed, used, sold, furnished, or under the influence of controlled substances, alcohol, or intoxicants; or substitute representations thereof.
• (e): Robbery or extortion.
• (f) & (g): Damage to or theft of school/private property.
• (h): Possession/use of tobacco or nicotine products.
• (i): Obscene acts or habitual profanity/vulgarity.
• (j): Possession/sale of drug paraphernalia.
• (k): Disruption of school activities or willful defiance.
• (l): Receiving stolen property.
• (m): Possession of an imitation firearm.
• (n): Sexual assault or sexual battery.
• (o): Harassing or intimidating witness in disciplinary proceedings.
• (p): Unlawfully selling/negotiating sale of Soma.
• (q): Hazing.
• (r): Bullying (including electronic acts/cyberbullying).
• (t): Aiding or abetting physical injury infliction.

Additional Education Codes:

• 48900.2 Sexual Harassment: Unwelcome flirtations, slurs, sexual jokes, graphic comments, touching, or blocking movement creating a hostile environment (Grades 4-12).
• 48900.3 Hate Violence: Caused, attempted, or participated in hate violence (Grades 4-12).
• 48900.4 Harassment/Threats/Intimidation: Severe disruption against district personnel or pupils (Grades 4-12).
• 48900.5 Required Other Means of Correction: Suspension used when other means fail, except first offense for specific safety/disruption violations.
• 48900.6 Community Service: May be required on school grounds during non-school hours as alternative discipline.
• 48900.7 Terroristic Threats: Written/oral threats of death, injury, or severe property damage against school officials or property.
• 48900.8 Record Keeping: Specific offenses identified on official pupil records and reported to State Department of Education.
• 48915 Mandatory Expulsions: Severe offenses including firearm possession/sale, knife brandishing, drug sales, sexual assault, or explosives require immediate suspension and expulsion recommendation.

Canine Detection Services

RUSD utilizes canine detection units for unannounced monthly visits to classrooms, buildings, and parking lots as a proactive measure against illegal substances. Alerts result in administrative investigation, discipline, and potential police action.

Sexual Harassment Policy (BP 5145.7)

Prohibits unwelcome flirtations, slurs, threats, sexually explicit jokes, rumors, touching, or displaying suggestive objects. Victims should contact the principal or administrator immediately to file a Uniform Complaint.
